This is my interpretation:-

1. OM: Here follows Instruction in Union.

The ultimate goal - to unite our human consciousness with our higher consciousness / soul. The term "Yoga" literally means "union" - an eightfold path to enable that higher consciousness - not just a set of exercises.

2. Union, spiritual consciousness, is gained through control of the versatile psychic nature.

Many of the eight teachings are linked to gaining control of our inner senses - to enable proper conduct of our life through our thoughts and deeds.

3. Then the Seer comes to consciousness in his proper nature


as above, if we can practice proper conduct and thought, our consciousness becomes more pure and we resonate higher - ultimately gaining the union with our higher self and God / universal soul.
